The Scattered-Site Housing Program at Emma Norton Services is designed to give clients independence while they continue to receive support. Clients live in apartments, which are privately owned by landlords in Ramsey County, while being educated on tenant expectations, and meeting regularly with Case Managers who support their journeys toward self-sufficiency. Clients enter this program through Ramsey County Coordinated Access (RCCA), or through other Emma Norton Services programs. A key principle of the Scattered-Site Housing Program is to let clients define their goals for a home. Many housing services are tied to specific locations, which can cause limitations for job opportunities or schooling. In the Scattered-Site Housing Program, eligible individuals and families are able to move forward and beyond, finding an apartment with the right location and features for them. Emma Norton works directly with landlords to ensure rent and utilities are always paid on time, and with the client to help them meet their goals on the journey toward healing and stability. Through this program, clients have the resources and support to take control of their own lives.
