Emma’s Place

13 townhomes with a community building, playground, basketball court and green space, providing permanent supportive housing and youth programming for single-parent families with three or more children. Emma’s Place serves families who have experienced homelessness, and who have at least one family member in recovery from mental illness and/or chemical dependency, or who has a physical disability. Restoring Waters

A trauma-informed housing facility with 60 private units for formerly homeless individuals and small families, who face the additional challenges of mental illness, chemical dependency, or other chronic health condition. Supportive services and enrichment activities are available for residents on site. All residents at Restoring Waters come through Ramsey County Coordinated Access. Learn more here.

Scattered-Site Housing

Families and single adult clients live in rental units from private landlords, with wrap-around supportive services and trauma-informed care from Emma Norton case managers. Scattered-Site programs are designed to give families and single adult clients independence while they continue to receive support on their journey to self-sufficiency. Residents from other Emma Norton programs may enter the Scattered Site Housing Program, or new clients can apply through Ramsey County Coordinated Access. Learn more here.
